Es gilt die Effekte der 1993er Wahlreform in Bezug auf die Parlamentarische Repräsentation zu untersuchen: ob sich die Zahl der Parteien in den beiden Kammern und der Grad der Fraktionalisierung reduziert hat, ob sich ein nationales Muster des Parteienwettbewerbs etabliert hat und ob sich die Parteien in ein Muster von stabilen bipolaren Allianzen vereinigt haben. Zuletzt ist das Wahlsystem daran zu messen, ob es gelungen ist, die Regierungen konsistenter, langlebiger und in ihrer Arbeit effektiver gemacht zu haben.
Ich werde zeigen, dass die Effekte des Mehrheitswahlsystems in meinem Fallbeispiel nur in einigen Teilen und dann auch noch in schwacher Wirkung eingetreten sind. Mit Bezug auf die Parlamentarische Repräsentation hat sich die Zahl der Parteien in den beiden Kammern und der Grad der Fragmentierung nicht reduziert, sondern eher noch verstärkt. Dafür hat sich ein Muster eines bipolaren Wettbewerbs zwischen Wahlbündnissen entwickelt, welches das Parteiensystem nachhaltig strukturiert, auch wenn dieses Muster je nach zone erhebliche Differenzen aufweist. Die Wahlbündnisse haben sich als neuer Akteur neben den Parteien etabliert, doch hat sich der Einfluss der Parteienherrschaft dadurch nicht verringert. Das Mehrheitswahlsystem hat kaum zu einer Stabilisierung der Regierungen geführt: weder hat die Konsistenz der Regierung zugenommen, noch deren Effektivität oder Langlebigkeit.
